Melanin is not produced in one step, so a single-actor formula underdelivers. Effective formulas intervene at four points:
- Inhibit synthesis โ tranexamic acid 2โ3% (plasmin pathway, strongest human data for melasma), glabridin 0.5โ2% (tyrosinase inhibition).
- Block transfer โ niacinamide 2โ5%, which reduces melanosome transfer to keratinocytes. This is the best cost-to-evidence ratio in the whole category.

Critically, a claim that a product changes skin structure can push it into drug territory. Use "helps visibly even skin tone," not "lightens skin." Note that hydroquinone OTC products lost their monograph route under the 2020 CARES Act โ do not let a supplier put it in your formula.
- European Union. CPNP notification plus a full CPSR is mandatory. Hydroquinone is banned in cosmetics (Annex II). Regulation (EU) 2024/996 tightened the brightening shelf: kojic acid is capped at 1% in face and hand products, and alpha-arbutin at 2% for face creams / 0.5% for body lotions. If your supplier quotes 4% arbutin, they are not selling into the EU.
- UK / Australia. UKCA-aligned notification and AICIS industrial chemical introduction respectively โ plan an extra 3โ6 weeks.
Evidence-first note: "clinically tested" on a label tells a buyer almost nothing. Ask which test โ a 4-week instrumental melanin index study on 30+ subjects is meaningful; an in-vitro tyrosinase assay is not a consumer claim.
