• European Union. CPNP notification plus a full CPSR is mandatory. Hydroquinone is banned in cosmetics (Annex II). If your supplier quotes 4% arbutin, they are not selling into the EU.
• UK / Australia. UKCA-aligned notification and AICIS industrial chemical introduction respectively — plan an extra 3–6 weeks.

Evidence-first note: "clinically tested" on a label tells a buyer almost nothing. Ask which test — a 4-week instrumental melanin index study on 30+ subjects is meaningful; an in-vitro tyrosinase assay is not a consumer claim.
