Key Takeaways
- EU PFAS (PFHxA) cosmetics ban took effect 10 October 2026 at a 25 ppb threshold.
- Waterproof, long-wear and transfer-resistant formulas are most at risk.
- Compliance requires screening both ingredients and manufacturing equipment for trace PFAS.
- France's earlier 1 Jan 2026 ban already pulled EU portfolios forward; pair with 2026 allergen and CMR updates.
The ban that just switched on
From 10 October 2026, EU REACH transitional arrangements end for PFHxA. Cosmetics placed on the Union market may no longer contain PFHxA, its salts, or PFHxA-related substances above 25 ppb (sum of PFHxA and salts) or 1,000 ppb (related substances). The threshold is low enough to catch trace contamination, not just deliberate use.
Why formulators are exposed
PFAS (per- and polyfluoroalkyl substances) earned the 'forever chemical' label for water resistance and spreadability. They sit in waterproof mascara, long-wear foundation, transfer-resistant lip products, primers and some sunscreens. A single formula can blow the limit if any input carries PFAS.
France moved first
France's Law No. 2025-188 (Decree 2025-1376) banned PFAS in cosmetics from 1 January 2026, with a 12-month transition for pre-existing stock. Because supply chains are integrated across the single market, the French deadline effectively forced multinationals to harmonise their entire EU range to the 2026 standard.
It is not just the ingredient list
Compliance means screening the bill of materials AND manufacturing equipment for trace PFAS. Brands that never mapped PFAS entry points now face blocked distribution and regulatory liability in a top-three global beauty market.
Pair it with the 2026 allergen wave
The same year tightened fragrance-allergen labelling (Regulation (EU) 2023/1545 transition closed 31 July 2026) and added CMR restrictions (Omnibus VIII, (EU) 2026/78 from 1 May; (EU) 2026/909 from 18 May). 2026 is the heaviest simultaneous EU cosmetics-compliance year since 1223/2009.
